URS (Unified Registration System)
Also called: URS, Unified Registration System
Definition
URS, the Unified Registration System, was FMCSA's online system for first-time USDOT and operating authority applications from December 2015 until Motus replaced it in 2026.
FMCSA created URS by a 2013 final rule and began a phased rollout in 2015. The first phase, effective 2015-12-12, covered only first-time applicants. Later phases for existing registrants were delayed, and a 2017 rule suspended them indefinitely, so existing companies kept using forms such as the OP-1 and MCS-150.
The result was a split record. New registrations went through URS, while authority, insurance and process agent data sat in the legacy Licensing and Insurance system and registration data in MCMIS. Motus now serves as the unified registration system required by statute, and FMCSA disabled URS when Motus launched.
For a factor, URS is mostly history. It explains why older FMCSA records can disagree across SAFER, L&I and the census file, and why reading one carrier correctly can take several sources.
