L&I (Licensing and Insurance)

Also called: L&I, Licensing and Insurance system, LI-Public

Definition

L&I is FMCSA's legacy Licensing and Insurance system for authority, insurance, BOC-3 and revocation records; its filing functions were retired on 2026-05-14 as FMCSA moved to Motus.

FMCSA's L&I public site carried the notice: all registration functionality, including new applications in URS, changes and filings via L&I, and registration options in the FMCSA Portal, would be permanently retired on Thursday, May 14 at 8:00 PM ET, with Motus launching the following week. The legacy L&I datasets on data.transportation.gov say they were last refreshed on 2026-05-14 and will no longer be updated.

The Motus datasets update daily. In CarrierKYC's checks in October 2026, they held far fewer authorities than the frozen legacy files, so we read both: the legacy snapshot, with Motus updates layered on top.

See Motus and FMCSA Motus explained, or run a carrier check, which reads both sources.
