# Strategic theft

**Definition:** Strategic theft is cargo theft carried out through deception, such as identity theft, fake carriers or fictitious pickups, rather than by physically stealing trucks, trailers or freight.

Also called: Strategic cargo theft. Category: Fraud.

Straight theft is physical: a trailer taken from a lot or a warehouse burglary. Strategic theft works on paperwork and identity. The criminal persuades a shipper, broker or carrier to hand over freight, often by impersonating a trusted company or using its compromised accounts.

Verisk CargoNet has described compromised accounts giving criminals access to shipment information, communication systems, contact directories and transportation software, letting them impersonate trusted parties and alter shipment details. Its Q2 2026 analysis counted 158 [fictitious pickup](https://carrierkyc.com/glossary/fictitious-pickup) incidents and estimated $304.6 million in cargo losses for the quarter across the US and Canada.

> **Note: Why factors should care** Strategic theft runs on the same carrier identities factors onboard. A hijacked or bought carrier can collect fuel advances and factored payments on loads it steals, and the theft surfaces later as a broker claim or a debtor that refuses to pay.

Watch for load claims involving a client, brokers calling to ask where a load is, recent changes to a client's contact details, and equipment that doesn't match the client's records.
